MESSAGE TO THE FINANCE COMMITTEE OF LEGISLATIVE COUNCIL.

His Excellency the Governor has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 136 to 145 of 1934 and No. 1 of 1935) of supplementary expenditure set out below.

* 137.-26, Kowloon Canton Railway :-6, Coal. E-3-1-2-3 Loading Coal

Provision made in Estimates (page 75 sub-head 6) ...$ 2,520

Non-tender Locomotives were used to haul the Fast Goods and Fast Mid-day through trains to Canton. Coal had therefore to be stacked at Canton for use on the return trips; this has necessitated additional loading and unloading of Coal, which has not been provided for in the 1934 Estimates.

It is estimated that a further sum of $400 will be required to cover the cost of this service.

The above is to be met from savings under 22, Rails and Fastenings. E-5-5-3 Rails (1934 Estimates page 76 sub-head 22).

Provision made in Estimates (page 52 sub-head 16)...$ 2,000

Owing to the unforeseen increase in number of prisoners the amount

of $2,000 estimated to be spent on photography has proved inadequate and

a supplementary vote for $70 is requested.

The above is to be met from savings under. Fuel (1934 Estimates page 52 sub-head 8).

Provision made in Estimates (page 52 sub-head 13)... $

Owing to the extra lighting required for the New Hall at Laichikok Male Prison the provision of $12,000 under this sub-head is insufficient and

a supplementary vote for $500 is required.

The above is to be met from savings under Fuel (1934 Estimates page 52 sub-head 8).

Provision made in Estimates (page 46 sub-head 32)......$

Increase in crime has called for the conveyance of more prisoners and more witnesses as well as of more police staff. The increased expenditure is spread out amongst the 24 Police stations proportionate to demand and the original provision of $12,500 is found to be inadequate. A supple- mentary vote of $2,450 is therefore requested.

The above is to be met from savings under Rations for Indian Police (1934 Estimates page 46 sub-head 23.)

* 140.-28, Miscellaneous Services :-4, Extra Clerial Assistance

Provision made in Estimates (page 88 sub-head 4)....$ 1,500

Owing to the necessity of engaging two extra temporary clerks at the Kowloon Magistracy the vote for extra clerical assistance is overspent by $160 and a supplementary vote for this amount is requested.

The above is to be met from savings under Other Miscellaneous Ser- vices (1934 Estimates page 89 sub-head 30).
